A Certificate of Origin (COO) is a document which attests that the goods in a particular export shipment have been wholly produced, manufactured or processed in a particular country.  The “origin” does not refer to the country where the goods were shipped from but to the country where they were made.

Why Do I Need a Certificate of Origin?

Virtually every country in the world considers the origin of imported goods when determining what duty will be assessed on the goods or, in some cases, whether the goods may be legally imported at all.

The U.S. has trade agreements with many foreign countries, and under the terms of many of these agreements, American products receive lower tariff rates or are not subject to a tariff. The foreign customs office verifies whether a product qualifies for preferential duty rates based on the information on the Certificate of Origin that accompanies the documentation associated with the shipment.

What are Electronic Certificates of Origin?

The Florida Chamber has adopted essCert technology as our standard to process certificates of origin.

essCert is a user-friendly online tool that allows exporters and freight forwarders to create, submit and collect electronic Certificates of Origin from your desktop.

Electronic Certificates of Origin are created online via the internet by the Exporter or a Freight Forwarder and the Chamber applies stamps and signatures electronically and returns to the Exporter by email. The benefits are less time spent on a very repetitive process and at a reduced cost compared to manual processing. Once all requested information has been submitted, please allow a 3 – 5 business day review process to be completed before receiving your approved documents.

Exporters, once registered with the Florida Chamber, can submit Certificates of Origin electronically. essCert has fully implemented the electronic version of the International Certificate of Origin Guidelines.

Submission Methods

Be sure to provide either a manufacturers invoice or commercial invoice indicating where your goods are manufactured along with your submission.

eCert WebDocs allows the exporter to create a shipment on line together with a Certificate of Origin, Commercial Invoice and Packing List for stamping.
