Florida’s current method of evaluating legislation with a budgetary impact is flawed.  Policymakers should know the multi-year return on investment before considering investing state resources.

 
 

Currently, the fiscal impact of state revenue collections of proposed legislative changes is achieved through static analysis. Static analysis takes the proposed change in the law and looks at how it may affect the government budget’s bottom line. For example, if a 10 percent reduction in individual income tax rates was enacted, the static analysis approach would estimate that future government collections would be reduced by 10 percent from the baseline forecast.  (more)

 
 

The Florida Chamber will work to enact a cost-benefit analysis policy allowing legislators to see the possible economic benefits of policy, and not only the loss.
